Established in 1976, Association for Persons with Special Needs (APSN) is a social service agency providing special education for persons with mild intellectual disability (IQ 50-70). Today, APSN operates four Special Education (SPED) Schools (APSN Chaoyang School, APSN Katong School, APSN Tanglin School and APSN Delta Senior School) for students aged 7 to 21, an APSN Student Care Centre for children aged 7 to 18 and an APSN Centre for Adults for persons aged 18 and older, benefiting over 1,200 beneficiaries each year.

The APSN Schools and Centre adopt a holistic approach in its curriculum, comprising academic, vocational and social skills, which are important for open employment and lifelong learning. APSN seeks to enable persons with special needs to be active contributors of the society and is committed to inspire and build capabilities of its partners and community to lead and advocate an inclusive society.

To date, APSN’s growing database has more than 5,000 beneficiaries, comprising students, trainees and alumni. The Association is constantly expanding its network to reach out to and understand the needs of its members to better support them.

Our Location

Mrs Anita Suwandi started her career as a teacher and joined APSN in 1989. Since 2015, she has been the Vice Principal of APSN Chaoyang School (CYS) and is actively involved in various school programmes and initiatives, including CYS curriculum work alignment, ASD Structured Programme (ASP), Partnership Programme and other special projects such as SPED (MOE) Public Awareness Booklet (for CYS) in 2018 and APSN Curriculum & Research Workgroup in 2017.

In addition, Anita has also implemented the school-wide initiative for Promoting Alternative Thinking Strategies (PAThS) Programme and led her team as a prototyped school for Social and Emotional Learning using the PAThS curriculum in 2009-2011. Together with Ministry Of Education (Special Education Branch) and her Life Skills team, she presented at the International PAThS Conference 2010 in Pennsylvania, USA as well as in a concurrent session during SPED Learning Day 2010 for the school’s PAThS programme.

Anita holds a Bachelor of Arts Degree in English with Psychology from Singapore University of Social Sciences (previously known as SIM University). Her other certification accreditation includes Certificate in Special Education and Management & Leadership in Schools Programme from National Institute of Education. She has also completed the Child Care Personnel Training (Basic) from Institute of Education in 1987.

Anita was awarded the MOE-NCSS Outstanding SPED Teacher Award (OSTA), as well as MOE-NCSS Outstanding Innovation Award in 2008 for her contribution towards the setting up of an internet café (i-café), Surf & Serve, to encourage experiential learning. She was a recipient of the Great Women of Our Time Award for Education & Public Service by the Singapore Women’s Weekly Magazine in 2009.
