Established in 1976, Association for Persons with Special Needs (APSN) is a social service agency providing special education for persons with mild intellectual disability (IQ 50-70). Today, APSN operates four Special Education (SPED) Schools (APSN Chaoyang School, APSN Katong School, APSN Tanglin School and APSN Delta Senior School) for students aged 7 to 21, an APSN Student Care Centre for children aged 7 to 18 and an APSN Centre for Adults for persons aged 16 and older, benefiting over 1,200 beneficiaries each year.

The APSN Schools and Centre adopt a holistic approach in its curriculum, comprising academic, vocational and social skills, which are important for open employment and lifelong learning. APSN seeks to enable persons with special needs to be active contributors of the society and is committed to inspire and build capabilities of its partners and community to lead and advocate an inclusive society.

To date, APSN’s growing database has more than 5,000 beneficiaries, comprising students, trainees and alumni. The Association is constantly expanding its network to reach out to and understand the needs of its members to better support them.

Dr Christopher Tay joined APSN in 2017 and is currently serving as its Chief Executive Officer (CEO). Prior to the appointment, he was the Global Head Medical Services & Life Sciences of the Cyrus Global Group. Dr Christopher began his career as an officer in the Singapore Armed Forces (SAF) and quickly rose to senior ranks and various key and strategic appointments before retiring early to further his career in the private sector.

Prior to his current appointment, he has also served in Jackson Pharmaceutical Company, Richland Group, NTUC Healthcare Cooperative, Tan Tock Seng Hospital (TTSH), BRF Holidays Travel, Bintan Resort Ferries and SembCorp-Salim Venture. His valuable business experiences and network, both in Singapore and regionally, also motivated him to become an entrepreneur where he co-founded Healthcare group, Sensori Holdings and the eventual public listing of Hubei Mingkang Pharmaceutical Limited in the USA OTCBB in September 2011. Dr Christopher’s extensive knowledge in the field led to his advisory and chairman roles to many other local and overseas governmental and healthcare-related businesses, as well as community service organisations. These include: the first successful public-private venture between Novena Medical Centre Tan Tock Seng Hospital and Far East Organisation; the Singapore Group Parliamentary Committee for Health; the NKEA Healthcare; the Punggol South Division Citizens’ Consultative Committee and projects such as Eldercare.

Dr Christopher holds a Doctoral degree in International Business from Horizons University (Paris), an MBA in Hospitality & Tourism Management from Nanyang Business and Nanyang Technological University of Singapore and a Bachelor of Science in Economics (Honours) from the University of London (both with scholarships). He is also a Chartered Marketer with the CIMUK and holds various graduate certification and diplomas; Graduate Certificate in Business Research from the University of Newcastle (Australia), Graduate Diploma in Marketing from the Marketing Institute of Singapore, Advanced Diploma in Business Administration from Associations of Business Executives (United Kingdom) and a Graduate Diploma in Marketing, Chartered Marketing Institute of United Kingdom.

Due to Dr Christopher’s stellar performance and dedicated services as the Chief Operations Officer at Tan Tock Seng Hospital during the SARS outbreak and with the SAF, he is also the recipient of many National Day and other awards, including Pingat Kepujian (Commendation Medal), The Courage Medal, Long and Good Service Medal, Pingat Bakti Setia and People Association’s Ten Years Community Long Service Award.
