Established in 1976, Association for Persons with Special Needs (APSN) is a social service agency providing special education for persons with mild intellectual disability (IQ 50-70). Today, APSN operates four Special Education (SPED) Schools (APSN Chaoyang School, APSN Katong School, APSN Tanglin School and APSN Delta Senior School) for students aged 7 to 21, an APSN Student Care Centre for children aged 7 to 18 and an APSN Centre for Adults for persons aged 18 and older, benefiting over 1,200 beneficiaries each year.

The APSN Schools and Centre adopt a holistic approach in its curriculum, comprising academic, vocational and social skills, which are important for open employment and lifelong learning. APSN seeks to enable persons with special needs to be active contributors of the society and is committed to inspire and build capabilities of its partners and community to lead and advocate an inclusive society.

To date, APSN’s growing database has more than 5,000 beneficiaries, comprising students, trainees and alumni. The Association is constantly expanding its network to reach out to and understand the needs of its members to better support them.

APSN Sheltered Enterprises

APSN Centre for Adults (CFA) serves as an alternative for APSN post-secondary education and caters to special needs adults aged 16 and above. The vocational training centre provides sheltered enterprise training and job placement opportunities. Our trainees are empowered through best practices in vocational training, realistic on-the-job training and support services until they are ready for the workforce.

APSN Café for All & ASTONS Express

Located in Kembangan-Chai Chee Community Hub, the National Environment Agency certified café creates opportunities for trainees to prepare and serve up orders and pastries to walk-in customers and corporate guests. View the menu here.

In collaboration with ASTONS Express, learning opportunities are provided to trainees at the APSN Centre for Adults (CFA). After completing the three months training, successful trainees would be offered full-time employment at the full-fledged restaurant ASTONS Specialties. If more time is needed for them to hit their learning milestones, they will be offered employment after they have been assessed to be competent in their tasks. Read more about the collaboration. 

Café for All is also open to venue booking at no cost, when you purchase food from the Café. Some of the functions we have hosted include Corporate Events, Gathering, Team Bonding, Learning Journeys and Product Launches. This cosy bistro can seat more than 50 pax indoors. View our flyer.

Cakes, cookies and pastries sold at APSN Café for All are prepared in the Agri-Food & Veterinary Authority of Singapore-certified in-house kitchen. Mystical cookies can even be customised and sold for various occasions to the public.

Collaboration with Wildness Chocolate

Marie Monmont, founder of social enterprise Wildness Asia, flew from New Zealand to Singapore to train beneficiaries at APSN Centre for Adults to manufacture and package organic chocolates.

Organic ganache-filled chocolates with Pure Dark cocoa and fruits/nuts from around the world are now handcrafted by our friends with special needs. Trainees benefit from the experience gained and allowances from producing chocolate for Wildness Asia.

Wildness is a well-established company in the Rimutaka Prison, Wellington NZ, where inmates are working and getting paid normal wages.

Netflix videographer Marylin Touret has worked on numerous international films and TV projects. She joined us from France to make this video capturing Marie and the Chocolate Factory magic with her team.

Catering Management

At the Catering Enterprise, our trainees prepare daily meals for the Centre’s in-house canteen, vegetarian meals for elderly homes and external orders in a commercial standard, well-equipped and National Environment Agency-certified kitchen.

Building Maintenance

Collaboration With Aegis Building And Engineering Pte Ltd

Collaboration with Aegis Building and Engineering Pte Ltd

This Building Maintenance programme is the newest course offered at APSN Centre for Adults (CFA), for trainees aged 16 and above. Conducted by both Aegis in-house trainer with relevant expertise, and experienced APSN Instructors who cater to the learning needs of the beneficiaries, this alliance prepares PWIDs with the necessary skills to seek future employment. After completing the nine-month pilot course in 2019, successful trainees would be offered gainful, full-time employment with Aegis, a local building and engineering firm.

The first pilot course has commenced since 2 July 2018, and 10 trainees were selected after an initial assessment of their aptitude and interest in Building and Facilities Services. Similar to trainees in APSN CFA’s Enterprise Programmes, these 10 trainees are paid an allowance for the first three months under the programme.

Following the initial training phase, they undergo a six-month apprenticeship with hotel partners such as JW Marriott Hotel Singapore South Beach, Shangri-La Hotel Singapore and Shangri-La’s Rasa Sentosa Resort & Spa. With their new skillsets, trainees start to earn an income of $1,100 (with Central Provident Fund contribution), and continue to be supported by APSN CFA Instructors and Job Coaches.

Trainees engage in production work, such as manually packing and readying packages to be sold. Here are some examples of manufacturing and packing-related opportunities:

  • Pasting of labels on commercial cartons (e.g. egg trays, stationeries, etc.)
  • Packing of general items and goodie bags (e.g. antenatal bags)
  • Packaging screws
  • Removal of decal stickers on plywood board

Some examples of companies who have engaged our trainees are Giant Singapore, KK Women’s and Children’s Hospital and more.
